Im deutschen, europäischen, aber auch internationalen Recht gibt es Vorschriften, die alle in Deutschland lebenden nationalen Minderheiten und Volksgruppen und ihre Sprachen sowie die Regionalsprache Niederdeutsch gleichermaßen schützen. Diese allgemeinen Regelungen unterscheiden nicht nach den einzelnen Gruppierungen.
